What is the fuel policy?

Last updated 16 September 2026

Agtran uses a level to level fuel policy. You receive the car with a certain fuel level and return it at the same level, so you only pay for the fuel you use. If the car is returned with less fuel than at pickup, a fuel charge of RM15 per level applies for each level below, plus a RM20 service charge. Return it at the same level and there is no charge.

The fuel policy is one of the simplest parts of your rental once you understand it, and it is easy to avoid any charge. Here is how it works in full.

What Is a Level to Level Fuel Policy?

Level to level means you return the car with the same amount of fuel it had when you collected it. You are not required to fill the tank completely, unless it was full at pickup. You simply bring it back to the level shown when you received the car. This is the most common and straightforward fuel policy in Malaysia, and it means you only pay for the fuel you actually use during your rental, no more and no less.

What If I Return the Car With Less Fuel?

If the car comes back with a lower fuel level than at pickup, a fuel penalty applies. It has two parts:

  • Fuel charge: RM15 per level, for each level the fuel is below where it started
  • Service charge: RM20, applied when there is a fuel penalty

So if the car returns two levels lower than at pickup, the fuel charge is RM30 (two levels at RM15), plus the RM20 service charge, for RM50 in total. The service charge applies only when there is a fuel penalty. If you return the car at the same level, there is no fuel charge and no service charge.

When Does the Service Charge Apply?

To be clear about the RM20 service charge:

  • Car returned at the same fuel level: no fuel charge, no service charge
  • Car returned with less fuel: RM15 per level below, plus the RM20 service charge

The service charge is not a standing fee on every rental. It only applies when there is a fuel shortfall to settle. Returning the car at the level you received it avoids it entirely.

How to Avoid Any Fuel Charge

Avoiding a fuel charge is simple:

  • Note the fuel level when you collect the car (take a photo of the gauge if it helps)
  • Before returning, top up to roughly the same level
  • Keep your fuel receipt in case you need it
  • Allow a little time to refuel on the way back, rather than rushing at the end

A quick top-up before you return the car is all it takes to avoid both the fuel charge and the service charge.

Do I Need to Return a Full Tank?

Only if the car was full when you collected it. The rule is same level in, same level out. If you received the car with a full tank, return it full. If you received it half full, return it half full. This is different from a full-to-full policy where you must always return a full tank. With level to level, you match whatever you started with.

Where Do I Refuel?

Petrol stations are common across Malaysian towns and along the expressways at the rest and service areas. In more rural areas, such as the highlands or the east coast, stations are fewer, so it is worth topping up before long stretches. Fuel in Malaysia is paid at the pump or the counter, and most stations accept cash and cards. Plan a refuelling stop near the end of your trip so you can return the car at the right level without a rush.

In short

  • Level to level: return the car at the fuel level you received it
  • No charge if the level matches
  • Returned lower: RM15 per level below, plus a RM20 service charge
  • Example: two levels low is RM30 fuel plus RM20 service, RM50 total
  • The service charge only applies when there is a fuel penalty
  • A quick top-up before return avoids all of it

The fuel policy is easy to manage: return the car at the level you received it and there is nothing to pay. For more on the practical side of your rental, see our guide on what to know during your rental, or book your car online when you are ready.
